Apple's Steve Wozniak Prints And Spends His Own $2 Bills, And Swears That The Secret Service Has Approved Them

Woz discusses his bit of creative currency manipulation, and swears that his custom $2 bills can get you "arrested, but not convicted, and that they have been approved by the Secret Service on 3 different occasions."
Anyone have any idea how this is possible and not considered counterfeiting? He claims he has been spending them for 20 years in his hometown of Los Gatos, California.

It gets more intense for someone doing this in with larger bills like the hundred dollar bill. Most of the time the people that do this will find a hotel that will take cash in lieu of a credit card. Bleach the tender with a really smelly solution that does a lot of damage to the hotel room (Usually) and them that money which was perhaps all single dollars turns into one hundred dollars. It is so effective that professionals I have sent the money to had difficulty telling the difference. Done all the time in Vegas.
What he said was, "Basically I got a printer in my home town of Los Gatos Calif. to make these pads for me and I got him the supplies from a higher quality printer and they are perforated so you can tear them off like Green Stamps. I don't know if it's the right president, the serial numbers are very suspicious, but, you can still smell the ink so don't touch them cause it's a little wet. They meet the specs of the US govt. so by law these are legal tender. I have been spending them, you can get arrested for them, you cannot get convicted because you are in the right."
Then to clarify the host says, "I just want to get this right, he's printing his own 2 dollars bills and spending them." At which point Woz does not deny it.
